Atlantic Indoor Rowing Championships
DARTMOUTH, NS - Fredericton Rowing Club captured five medals at the Atlantic Indoor rowing championships held on the weekend in Dartmouth, N.S.
Jamie Abbass led the way capturing both the 1K and 2K events.
Ben Charron won the junior lightweight men’s 2K while Laura Corscadden captured the women’s 1K.
Mike Craig had the fastest time overall winning the under 23 men’s 2K with a time of 6:23.10.

Selection Criteria 2009 NB Jeux du Canada Games Rowing Team
Objectives
Rowing New Brunswick Aviron will select the best possible team to represent the province at the 2009 Jeux du Canada Games in Charlottetown, PEI.
Team Composition
Accredited: Coach – Dolores Young
Manager- Jennifer Fitzpatrick
Boatperson- Craig Jollymore
Driver- TBA
Men's Team- Up to 14 members of which 4 will be Lightweights + 1 coxswain (male or female)
Women's Team- Up to 14 members of which 2 will be Lightweights + 1 coxswain (male or female), for a maximum of 30 athletes per team.
Eligibility
Coaches:
Any staff listed as coaches on the official registration form must be fully certified (theory, technical, practical) under the National Coaching Certification Program to at least Level 3 in Rowing. These coaches must be so certified not later than 90 days before the opening of the Games (May 21, 2009).
Athletes:
In order to be eligible an athlete must be under 21 as of December 31st, 2009 and their year of birth 1989 or later.
In addition to the criteria stated above prospective Team members are also those who:
i) are members in good standing of Rowing New Brunswick Aviron, Rowing Canada Aviron and a local NB club.
ii) have signed a letter of intent (see Appendix I).
i) abide by the Code of Conduct as sponsored by Rowing New Brunswick Aviron (see Appendix II).
iv) are willing to relocate within the province after the Final Selection Camp to train.
Excluded from the Canada Games are:
i) athletes that have been National Senior Team members at any time.
ii) athletes that have held senior cards (as defined by Sport Canada’s Athlete Assistance Program) at any time.
iii) athletes that have competed for any nation at any Pan American Games, Commonwealth Games, Olympic Games, or senior World Championships
iv) athletes that hold C cards (including C1) for any length of time between August 5th, 2008 and May 7th, 2009.
No athlete can be rendered ineligible within 90 days of the opening of the Games due to carding status or National Team status (i.e. no athlete will be excluded if they become National Senior Team Members for the first time or are granted carding status after May 7, 2009).
Selection Criteria
The coaching staff will recommend selection of the team to the V.P. High Performance for Final Approval after assessing the selection factors as outlined below.
A Letter of Intent (see Appendix I) must be forwarded to the Head Coach on or by December 31st, 2008. Any athlete who decides to try out for the team after this deadline must file an appeal with the Appeals Committee stating why a letter of intent was not forwarded on or by December 31st, 2008. The same appeal procedures will apply as outlined in the Appeal Policy.
Selection to the Team will be based upon the following factors:
A) i) Ergometer Testing
ii) Matrix Seat Racing
iii) Small boat time trialing
iv) Coachability and sportsmanship
B) All participants must complete the following Ergometer Tests and have scores sent to the Head Coach. The ergometer scores must be submitted by the respective dates as described below. Each test is to be performed not more than seven days prior to the respective deadlines. The scores will be ranked and a copy will be sent to all participants. All tests are to be supervised and submitted by a club coach or individual pre-approved by the Head Coach.

All Lightweights will be required to submit their body weights with each test. Lightweights must also weigh in for the June 13th, 2009 ergometer test (see Appendix III).
C) All participants must attend the following camps. Those who cannot attend any of these camps (with the exception of the Final Selection Camp) must notify the Head Coach and Manager in writing at least 24 hours prior to the start of that particular Camp. Each situation will be handled on an individual basis as to the acceptability of the reasons for absence. For the Final Selection Camp, all individuals must be in attendance.
-Fall Camp: Strength Camp Nov 8-9 2008, TBA, NB (not officially required, but strongly suggested)
-Winter Camp: February 21-22, 2009, Rothesay, NB*tentatively,
-Spring Camp: May 2nd & 3rd, 2009, Fredericton, NB

D) Final Selection of the Team will take place between June 24th and June 28th, 2009. The team will be selected by way of a combination of time trialing and matrix seat racing.

Open Males - Sculling
· Up to the top 8 erg scores (numbers and performance permitting) from the June 13th, 2009 ergometer test expressing intent to scull will be invited to the June 24th 1X Time Trial
· Up to the top 4 scullers from the Time Trial will be named to the team if deemed competitive.
Open Males - Sweep
· Up to the top 16 erg scores (numbers and performance permitting) from the June 13th, 2009 ergometer test will be invited to the Selection Camp matrix. It should be noted, this number includes the Lightweights and Open scullers already named to the Team expressing their intent to race for a heavyweight sweep seat.
Lightweight Females
· The top 4 erg scores (numbers and performance permitting) from the June 13th, 2009 ergometer test will be invited to the Selection Camp Matrix.
· A Double Matrix will be conducted. The top 2 athletes will be named to the Team if deemed competitive.
Open Females - Sculling
· Up to the top 8 erg scores (numbers and performance permitting) from the June 13th, 2009 ergometer test expressing intent to scull will be invited to the June 24th 1X Time Trial
· Up to the top 4 scullers from the Matrix will be named to the team if deemed to be competitive.
Open Females - Sweep
· Up to the top 16 erg scores (numbers and performance permitting) from the June 13th, 2009 ergometer test will be invited to the Selection camp matrix. It should be noted, this number includes the Lightweight scullers already named to the Team expressing their intent to race for a heavyweight sweep seat.
· The race distance will be 1200m.
· Final Boat Selection will occur at a date after the respective matrices. It should be noted that boats have not been prioritized.
· It should be noted that the size of the team has not been decided. This decision will occur at the end of the selection procedure. The decision will be based on the depth of competitiveness displayed.
Comments on Matrix Seat Racing
· At all times, if possible one Matrix will be conducted. If it is deemed, though that there is not enough of the proper equipment to conduct a fair single Matrix and/or due to possible the size of the group, the matrix would be divided into two groups: the A Group would consist of the top half of the athletes based on the ergometer scores; the B Group would consist of the bottom half based on the ergometer scores. Each group would conduct a separate matrix. The top portion from the A group would then move forward ( ie. be named to the Team). The bottom portion from the A group would participate in a C Matrix with the top portion from the B Group. From the C Matrix the team would be decided.
Confirmation Time Trial: During the summer camp a 1200m time trial will be conducted to confirm crew selection; this will serve as the final step in the selection process. The time trial will assess each crews relative speed via percent to RCA’s Under 23 Gold Medal Standard (2006) – see appendix iv. Each crew’s percentage will be compared, those crews performing with in an acceptable range will be nominated to the Canada Games Team.
Coxswains Selection
Coxswains interested in being considered for the team will be selected by the Head Coach based on the following criteria:
1) Athlete and coach input on ability
2) Past racing experience and results
3) Compatibility with athletes in a selected crew
4) Willingness to support coach’s direction
5) Within 10 lbs of the required minimum weight. ( see Appendix III )
Special Circumstances
If, because of injury, illness, prohibitive causes or exceptional circumstances, an athlete is unable to meet any of the requirements in the selection procedure, that athlete may still be considered for the 2009 NB Jeux du Canada Games Rowing Team. The athlete must advise the Head Coach and Manager, in writing, of such injury, illness, causes or circumstances as soon as possible and obtain the Head Coach’s permission to defer the relevant requirement in the selection procedure. The athlete may be asked by the coach to complete a seat race upon return to the team. The coaching staff also reserves the right to request written documentation confirming an illness/injury.
Appeal Procedures
The RNBA Appeals Committee consists of three un-biased members: RNBA President; FRC Designate TBA; and KRC Designate, TBA.
· An appeal must be submitted in writing to the President within 48 hours after the official team selection has taken place or within 48 hours after any disciplinary action has been levied. The contact information for the President will be provided to all athletes prior to the Selection Procedure.
· An appeal must be answered within 36 hours after it has been received.
· If a hearing is held an athlete may make submissions and arguments. One person who is familiar with the reason for the appeal may accompany the athlete.
· An appeal may only be heard if there are sufficient grounds for the appeal. Sufficient grounds include the respondent:
a) making a decision for which it did not have the authority or jurisdiction as set out in the governing documents;
b) failing to follow procedures as laid out in the Selection Criteria; c) failing to consider relevant information or taking into account irrelevant information in making the decision;
d) exercising its discretion for an improper purpose.
· The Appeals Committee will make a final decision at the appeal hearing and the decision shall be final and binding.

Appendix II
Athlete's Conduct and Obligations Policy
It has been determined that all members of the 2009 Jeux du Canada Games NB Rowing Team must exhibit appropriate standards of behavior, attitude, and responsibility. With this in mind, the following policies and guidelines will apply to all members.
Standard of Conduct
a) Respect for others
Rowing New Brunswick Aviron is committed to providing an environment in which all individuals are treated with respect thus supporting equal opportunities and prohibiting discriminatory practices. Participants will refrain from comments or behaviors, which are disrespectful, offensive, abusive, racist or sexist.
b) Curfew
Curfews will be set at the various regattas/events that will be attended and will be enforced. Room checks will be done on a routine basis.
c) Language
Members will be expected to use proper language at all times. The use of offensive language will not be tolerated.
d) Vandalism
Athletes who willfully cause property damage will pay for all damages. In the event that the athlete cannot or will not pay, then the parents will be held responsible.
e) Theft
Any member caught stealing from teammates, other athletes, teams or other people will be dismissed immediately.
f) Social Behavior
It is necessary for all members of the Team to abide by certain rules of social behavior and personal presentation. All athletes are expected to behave like responsible individuals. Team members must exhibit a high level of moral standards and values.
g) Attitude
All athletes are to maintain a positive attitude and effort toward training. This includes such items as:
i) being on time
ii) respect for rules, coaches, officials and others
iii) willingness and desire to work hard during training and competition.
Athletes are expected to maintain a positive attitude toward all other athletes, coaches, manager, support staff, officials, etc. The following actions will constitute review by the Head Coach or his/her designate:
i) constant condescending talk by an athlete to another athlete or coach.
ii) constant negative talk
iii) gross verbal or physical abuse of any individual by an athlete
iv) behavior that causes disruption of the peace
v) actions or conduct that would be expected to significantly disrupt or interfere with a competition or the preparation of an athlete for a competition
h) Alcohol
Members of the Team shall not consume alcohol at any time during travel to, at, and traveling back from regattas. The penalty will be immediate dismissal from the Team. Such will be the case for those that obtain beverages for minors.
i) Drugs
Rowing New Brunswick Aviron strongly embraces the Concept of Fairplay in Sport and unequivocally opposes cheating which includes the use of drugs banned by Rowing Canada Aviron (RCA) and the Canadian Center for Ethics in Sport (CCES).
Rowing New Brunswick Aviron recognizes the Canadian Policy on Penalties for Doping in Sport and will honor suspensions of athletes or others determined to have committed doping or doping related infractions.
Should an athlete test positive at an event or be found guilty of a doping related infraction (as determined by CCES), or should any other person found to be guilty of a doping or doping related infraction at an event (as determined by CCES), they will be immediately suspended from the Team.
Appeal, arbitration, and re-instatement processes shall be those as described in the CCES Standard Operating Procedures Manual.
Members of the Team must not use illicit drugs/narcotics or performance enhancing drugs or methods.
Members of the Team must be prepared to submit to random drug testing during any event in which the Team participates. ANY POSITIVE TEST WILL RESULT IN THE AUTOMATIC REMOVAL FROM THE TEAM AND THE PARTICIPANT RETURNING AT HIS OR HER OWN EXPENSE.
NOTE: The word "event" describes any function that the Team participates in as a team. This could be a regatta or other official Team function where participation is because of Sport or Provincial Affiliation.
Infractions and Penalties
a) Infractions
i. use of tobacco products by minor
ii. use of tobacco products by adults at events
iii. disrespectful, offensive, abusive, racist or sexist comments or behavior
iv. unsportsmanlike conduct such as arguing
v. being late for Team events
vi. other similar infractions of minor severity
vii. unsportsmanlike conduct such as fighting
viii. curfew violations
ix. repeated disrespectful, offensive, abusive, racist or sexist comments or behavior
x. repeated lateness for or absence from Team activities or function
xi. use of alcohol by a minor at any time
xii. being under the influence of alcohol while attending official Team functions as sponsored by RNBA.
xiii. intoxication
xiv. betting or gambling
xv. activities or behavior which disrupts competition
xvi. pranks, jokes or other activities which endanger the safety of others
xvii. criminal activities
xviii. other similar infractions of major severity
b) Penalties
Penalties will be based on the severity of the offense. These will include, but are not limited to, written warnings, written reprimands, suspensions and the most severe, dismissal from the Team.
Appendix III
Lightweight competitors are classified as follows:
· Men: No individual shall weigh more than 72.5kg.
· Women: No individual shall weight more than 59kg.
Coxswain weight classification:
· The minimum weight of a coxswain for a female crew and for a male crew is 50 kg.
Weigh-in Procedures:
· Lightweight rowers will be weighed not less than one hour and not more than two hours before their Erg test.
· Rowers shall be weighed while wearing their racing clothes.
· One-Time Weigh-in Rule for Lightweights: If a rower fails to meet weight requirements on the first weighing, he/she will be excluded from the Lightweight selection process but will be able to do the Erg. Test for the purpose to be invited the Open Final Selection Camp. No reweighing in a weight category is permitted. (Note: This rule is intended to encourage proper, long term weight management and thus minimize adverse health effects from rapid weight loss.)
Ergometer Testing (April 25, May 20, June 6) Weights:
· Men: No individual shall weigh more than 74Kg
· Women: No individual shall weight more than 60.5kg
Note:

· An appeal may only be heard if there are sufficient grounds for the appeal. Sufficient grounds include the respondent:
a) making a decision for which it did not have the authority or jurisdiction as set out in the governing documents;
b) failing to follow procedures as laid out in the Selection Criteria; c) failing to consider relevant information or taking into account irrelevant information in making the decision;
d) exercising its discretion for an improper purpose.
· The Appeals Committee will make a final decision at the appeal hearing and the decision shall be final and binding.

Appendix II
Athlete's Conduct and Obligations Policy
It has been determined that all members of the 2009 Jeux du Canada Games NB Rowing Team must exhibit appropriate standards of behavior, attitude, and responsibility. With this in mind, the following policies and guidelines will apply to all members.
Standard of Conduct
a) Respect for others
Rowing New Brunswick Aviron is committed to providing an environment in which all individuals are treated with respect thus supporting equal opportunities and prohibiting discriminatory practices. Participants will refrain from comments or behaviors, which are disrespectful, offensive, abusive, racist or sexist.
b) Curfew
Curfews will be set at the various regattas/events that will be attended and will be enforced. Room checks will be done on a routine basis.
c) Language
Members will be expected to use proper language at all times. The use of offensive language will not be tolerated.
d) Vandalism
Athletes who willfully cause property damage will pay for all damages. In the event that the athlete cannot or will not pay, then the parents will be held responsible.
e) Theft
Any member caught stealing from teammates, other athletes, teams or other people will be dismissed immediately.
f) Social Behavior
It is necessary for all members of the Team to abide by certain rules of social behavior and personal presentation. All athletes are expected to behave like responsible individuals. Team members must exhibit a high level of moral standards and values.
g) Attitude
All athletes are to maintain a positive attitude and effort toward training. This includes such items as:
i) being on time
ii) respect for rules, coaches, officials and others
iii) willingness and desire to work hard during training and competition.
Athletes are expected to maintain a positive attitude toward all other athletes, coaches, manager, support staff, officials, etc. The following actions will constitute review by the Head Coach or his/her designate:
i) constant condescending talk by an athlete to another athlete or coach.
ii) constant negative talk
iii) gross verbal or physical abuse of any individual by an athlete
iv) behavior that causes disruption of the peace
v) actions or conduct that would be expected to significantly disrupt or interfere with a competition or the preparation of an athlete for a competition
h) Alcohol
Members of the Team shall not consume alcohol at any time during travel to, at, and traveling back from regattas. The penalty will be immediate dismissal from the Team. Such will be the case for those that obtain beverages for minors.
i) Drugs
Rowing New Brunswick Aviron strongly embraces the Concept of Fairplay in Sport and unequivocally opposes cheating which includes the use of drugs banned by Rowing Canada Aviron (RCA) and the Canadian Center for Ethics in Sport (CCES).
Rowing New Brunswick Aviron recognizes the Canadian Policy on Penalties for Doping in Sport and will honor suspensions of athletes or others determined to have committed doping or doping related infractions.
Should an athlete test positive at an event or be found guilty of a doping related infraction (as determined by CCES), or should any other person found to be guilty of a doping or doping related infraction at an event (as determined by CCES), they will be immediately suspended from the Team.
Appeal, arbitration, and re-instatement processes shall be those as described in the CCES Standard Operating Procedures Manual.
Members of the Team must not use illicit drugs/narcotics or performance enhancing drugs or methods.
Members of the Team must be prepared to submit to random drug testing during any event in which the Team participates. ANY POSITIVE TEST WILL RESULT IN THE AUTOMATIC REMOVAL FROM THE TEAM AND THE PARTICIPANT RETURNING AT HIS OR HER OWN EXPENSE.
NOTE: The word "event" describes any function that the Team participates in as a team. This could be a regatta or other official Team function where participation is because of Sport or Provincial Affiliation.
Infractions and Penalties
a) Infractions
i. use of tobacco products by minor
ii. use of tobacco products by adults at events
iii. disrespectful, offensive, abusive, racist or sexist comments or behavior
iv. unsportsmanlike conduct such as arguing
v. being late for Team events
vi. other similar infractions of minor severity
vii. unsportsmanlike conduct such as fighting
viii. curfew violations
ix. repeated disrespectful, offensive, abusive, racist or sexist comments or behavior
x. repeated lateness for or absence from Team activities or function
xi. use of alcohol by a minor at any time
xii. being under the influence of alcohol while attending official Team functions as sponsored by RNBA.
xiii. intoxication
xiv. betting or gambling
xv. activities or behavior which disrupts competition
xvi. pranks, jokes or other activities which endanger the safety of others
xvii. criminal activities
xviii. other similar infractions of major severity
b) Penalties
Penalties will be based on the severity of the offense. These will include, but are not limited to, written warnings, written reprimands, suspensions and the most severe, dismissal from the Team.
Appendix III
Lightweight competitors are classified as follows:
· Men: No individual shall weigh more than 72.5kg.
· Women: No individual shall weight more than 59kg.
Coxswain weight classification:
· The minimum weight of a coxswain for a female crew and for a male crew is 50 kg.
Weigh-in Procedures:
· Lightweight rowers will be weighed not less than one hour and not more than two hours before their Erg test.
· Rowers shall be weighed while wearing their racing clothes.
· One-Time Weigh-in Rule for Lightweights: If a rower fails to meet weight requirements on the first weighing, he/she will be excluded from the Lightweight selection process but will be able to do the Erg. Test for the purpose to be invited the Open Final Selection Camp. No reweighing in a weight category is permitted. (Note: This rule is intended to encourage proper, long term weight management and thus minimize adverse health effects from rapid weight loss.)
Ergometer Testing (April 25, May 20, June 6) Weights:
· Men: No individual shall weigh more than 74Kg
· Women: No individual shall weight more than 60.5kg
Note:
All Lightweights must submit their weights for all ergometer tests.

Become an Umpire with Rowing New Brunswick
To become an Rowing Canada Aviron -Licensed Umpire, here are the steps to take:
1. Register for an umpires' course. It is a course on the basic Rules of Racing. Once you've completed this course, you are an associate umpire.
2. As an associate umpire, gain experience by officiating in sanctioned regattas under the mentorship of a Licensed umpire.
3. Take the practical examination. If you pass, you become an Rowing Canada Aviron-Licensed Umpire.
